Making this blue circle is easy. Use the Elliptical marquee tool and make a circle. Make sure that the blue layer is active. Right click and choose Layer via Copy. After that you create a new layer. Make another circle and fill it with mediumgrey. With the selection still active you go to Filter>>Noise>>Add Noise. Amount about 2 %, gaussian and monochromatic. After that I used an adjustment layer (Curves) to make it lighter.

Next stop is a new layer and the Rectangle Tool ( ) and be sure to use Fill pixels. Use dark grey as foreground color. Get rid of the pixels that expand beyond the circled gray layer. Another new layer and the rectangle tool again. Use the color #87B387. Load it's transparency (Ctrl-click on the layer in the layerpalett) and go to Filter>>Noise>>Add Noise. Use a small amount (about 3 %), monochromatic and gaussian. The last thing you do is to make an Inner Shadow.

Choose fonts and start writing the text you want. To do the "prog - display" text I used warped text (style- arc). When you are ready, go back to the round grey layer that you filled with noise. Duplicate it and drag it in the layerpalett on top of every other layer in the display. Drag down the fill opacity to 0 % and add an Inner Shadow.
