1. Open new 500px x 500px document. Then create new layer. Fill it with Black.
2. Go to Filter/Noise/Add Noise.
3. Go to Filter/Blur/Motion Blur and apply like image below.
4. Go to Image/Adjustment/Hue and Saturation or use combination Ctrl-U to apply green matrix color like image below.
5. To make it more realistic, go to Image/Adjustment/Level or use combination Ctrl-L and set numbers like image below.
6. Next, use Pixel font to create lines of text and code. You can download the font I use here. Then duplicate text and code layer, move the copy layer to another position and go to Filter/Blur/Motion Blur. Adjust the distance lower a little bit. Erasing part of the line will make it more "corrupted". This is what I have.
7. Download pictures I use from here and here. Clean background of the picture of Matrix characters. Then duplicate it. At layer copy, set blend mode Soft light, at layer origin, go to Filter/Blur/Gaussian Blur with radius 1.0px
8. Apply background with picture of ruined city. Change blend mode into Screen and lower opacity to 60-70%.
9. Duplicate text and code layer. Go to Edit/Transform/Flip horizontal. Move it. Then change its color into white and its opacity into around 50%.
10. After that, create new layer, fill with #176c87 and change its blend mode to Softlight. Next, choose layer text and code origin, Ctrl-U to adjust Hue and Saturation.
11. Click this icon to create a new fill or adjustment layer:
Then choose Levels and set numbers as image below:
12. Duplicate layer color in step 10, re-order it above layer Levels.
13. This is what I got up to now. Next, add text using Matrix Font and "decorate" it a little bit with this texture. Set its blend mode Multiply and opacity 60-70%. If you are still not satisfy with the current result, then apply this texture under the characters layer and change the blend mode into Lighten.
This is my final result.
