Step 1
Create new document (Ctrl+N) 1000x1000 of size.

First of all I am going to add cloud picture to make a background. Download it and insert in Photoshop, adjust it as like in preview.

When we add the first picture and set it as a background picture, now I am going to add river picture.

After adding the picture resterize it and erase the sky part of this picture with Eraser Tool (E), Pen Tool (P) or Polygonal Lasso Tool (L). After erasing picture we get nice result.

Now select cloud picture layer and select the clouds area with the help of Polygonal Lasso Tool (L) or Rectangle Marquee Tool (M) as like in preview.
Make a Selection
Press (Ctrl+J) to make a copy of clouds area and set it on the river picture layer.
Set Downside
Now minimize the opacity of this layer 20% then it look like reflection of the clouds in river.

Now we are going to add beautiful building picture to make this picture more attractive.
Add Building Picture
Select Eraser Tool (E) or Polygonal Lasso Tool (L) and erase the sides of building and set left side as like in picture below.

Duplicate building layer go to Edit > Transform and transform it vertical set in river as like in preview.

Minimize the opacity of this duplicate layer 31% then it look like reflection of building layer.

In this step add Small Building Picture to make more effective our design.

Now erase the sides of this small building picture with Eraser Tool.

Our picture is complete but a little bit thing missing, to make our picture perfect add a Boat Picture in water area.

Erase all the background of boat picture with Eraser Tool and set it as like in picture below.

In this last step just duplicate the boat layer, with transform tool (Ctrl+T) make it vertical, minimize the opacity 26% adjust it as like in final preview.
