Step 1
Start to create a new document (Crtl+N) 600x500 of size.
Create New Document
Step 2
Select the Rounded Rectangle tool from tool panel, draw a rounded shape named it layer "border", with this color #515151.

Now applying some blending options on this border layer.

After applying these effects, we get cool border as below in picture.

Step 3
Select rounded rectangle tool again and draw a shape in the middle of border layer apply this color #222222,

Now applying some blending options on this layer.

After applying blending options we get nice effect.

Now select the rectangle tool and draw shape upper side of rectangular with color #ffffff, and down opacity 10%, adjust it as like shown in preview.

Now draw one more shape with the help of rectangle rectangle tool or line tool at the center of the rectangular with white color #ffffff, down opacity till 20%,

Now Select the Text tool from tool panel and write some words.

Now go to layer > Layer style or blending options and applying some effects.

After applying layer style we get cool effect in picture below.

Now select the rectangle tool or line tool and draw a line after 1 with white color #ffffff, then duplicate this line layer set right side, and change the color with black #000000, merge both layers, and adjust it as like picture below.

Now duplicate the line three times and set the lines one by one, as like in preview.

Now select the Ellipse tool and draw a small circle bottom of the 1, applying white color #ffffff, rasterize it and cut the half circle with the help of Rectangle Marquee Tool, down the opacity 60%,

Duplicate this small circle layer five times and set as like in preview.

Step 9
Select the rectangle tool from tool panel and draw a small rectangle upper side of 1 with white color #ffffff, and minimize the opacity till 60%.

Duplicate this rectangle layer five times and set the rectangle as like in preview below.

Now in this step select the rectangle tool again and draw a line with dark gray color #515151,

Select the Ellipse toll and draw a small circle in the end of the line with dark gray color #515151, as like in preview.

Now select the both line and small circle layers and press (Ctrl+E) to merge them and duplicate this merge layer and adjust it as like in picture.

Now its time to draw a shadow of rolling counter, select the ellipse tool and draw a shape as like in picture below.

Now go to filter > Blur > Gaussian blur and set following setting.

When we apply Gaussian blur filter we get nice shadow.

Now in the final step select all the layers and press (Ctrl+E) to merge them and duplicate it set down side and erase the rolling counter half with the help of Eraser tool down opacity till 20% as like in final preview below.
