20. Copy layer and transform it (Edit--->Free Transform). Just make it smaller.
21. Now you can add your nice "fairy dust" effect again and again. I adde it on the contour of my flower also.
22. I used "Crosshath 1" brush with these settings. And then i've used Layer styles which i've described on the steps 10-11-12 .
Hope you'll use this technique in future. Fireworks, stars, magic lighting.... all it absolutely possible and pretty simple. Only: experiment! Use different brushes and colors for Inner/Outer Glow, copy your layers, transform them etc.
