Create a new file (File>New), having 768x1024 px and 72 dpi. Begin by representing the background.
It's necessary to choose in this case the Rectangle Tool (U) and stretch the figure on the entire page.
Select next the Blending Options>Pattern Overlay. The pattern's title is Dirt in the Rock patterns library.
Blending Options>Color Overlay
It's the background we have got:
Find in Internet a picture of a beautiful girl. Erase the girl's background with the usual instrument - Eraser Tool (E).
Insert the girl's figure on our picture.
Select now the Filter> Filter Gallery>Artistic>Cutout
Set the next presented adjustments:

Press now on the next combination of buttons - Ctrl+U (Hue/Saturation Dialog Box) and set the same parameters indicated in the next table:
You must get the same result as in the next image:
Create a new layer and place it under the girl's layer. Select after that the Brush Tool (B). Load and install out of Internet a set of ready to use brushes having the name - Blood_Splatter_Brushes_By_VexingArt.
Next step includes creating a spray composition as the next picture shows it. We'll apply in this case three types of colors... #AB8263, #AED475, # 047475
Create another new layer and place it lower than the spray layer. Now we'll select the Brush Tool (B) and represent several flowers on the layer. The brush in this case should be downloaded out of Internet - Tiny_Flower_Elements_by_ca_pris. The color's code is #A27659.
Make a copy of the last made layer and choose the Blending Options>Color Overlay
Move a little the layer with the Move Tool (V), as in the example below:
Get back to the girl's layer and press the next combination of buttons on the layer: Ctrl+M (Curves Dialog Box). Place the curve the same way it is demonstrated below:

Select again the Blending Options>Outer Glow.
Make a right mouse's click on the word Effects on the layers' palette on the layer we work with:
Select out of the coming up menu the Create Layers option. Apply the here presented option, Filter>Pixelate>Color Halftone, on the layer marked with the yellow color.
Next we have to press on the Ctrl+Shift+U (Desaturate), and Ctrl+M (Curves Dialog Box) and set the same parameters shown next table:
Make a right mouse's button click on the canvas and choose the Color Range option.
Present it the same way indicated below:
Press on the Delete button and set Fill 75% on this layer on the layers' palette.
The last step includes choosing the girl's layer and selecting the Blending Options>Stroke
The final result!
