Create a new file having 1280x1024 px and 72 dpi. Select the Rectangle Tool (U) to represent the background for the picture to be next.

Fill 0% on the layers.

Next we have to apply the Pen Tool (P) to draw an ornament's element having the color indicated here - E87223.

Make three copies of this new made layer and apply the Free Transform option to make the necessary corrections on the copies' size and change their colors. The blue one - 5BABFF:

The orange - E8A323:

The green one - 99D553:

Select now the Ellipse Tool (U) and represent a circle of white color.

Represent one more circle above the earlier drawn one, but it should have the black color this time and different parameters from the first one (apply the same instrument).

Select the Ellipse Tool (U) and draw a flare inside the circle.

Fill 0% on the layers.
