1. Open a new document within adobe photoshop, use any width and height. (I used: height:406px; width:258px), set your background color to white, and foreground to whatever you wan (I used pink to match her dress), now click filter > render > clouds. (press ctrl and f - do this until your happy with the cloud effect.)
2. Now we add the glitter effect, firstly create a new layer then change the foreground color to any shade of your current background color (i used pink) you will need to select the brush tool and set 'Master Diameter' to 4-6 (i used 5) now load up the brushes window (window > brushes) use the settings exactly as shown in my examples below:
3. Fun part.. start using the brush tool to add our glitter effect, go over this 7 times using 5 shades of your background color (pink shades in my case) white and a golden yellow. Here's the effect i got:
4. Add a glow to it.. do this by click the layer > layer style > blending options. Use these settings:
8. Time to wrap this up, change the glitter layer mode either: 'lighten' 'screen' or 'color dodge' - those 3 get the best effect.
9. Lastly add your cut photo, we ned to get the outline shape of your
photo so we can make a dark fade border. So in the layers window click
and hold 'ctrl' and 'a' on your photo layer. (This will get the outline
shape) - now create a new layer, then click 'select' > 'modify' >
'expand' enter 5 and click ok. Fill that shape in pure black, then
click 'filter' > 'blur' > 'gaussian blur' > 'Radius:46.7' and
click ok.
