Open the image for editing.

Duplicate the current layer (Ctrl+J)  twice.

Change the blending mode of the top layer to Screen and the middle layer to Difference.

With the middle layer selected, apply a Neon Glow filter (Filter> Artistic> Neon Glow) with the following properties:

Glow Size: 5
Glow Brightness: 15
Glow Color: Blue

Select the top layer and use the Levels tool (Ctrl+L) to apply the following properties:

Input Levels: 0, 0.1, 255

Rollover the image to see the image without this Photoshop technique applied.
