Create Cut Out Painting in Photoshop - Final Preview
Lets start to create our cut out painting effect in Photoshop.
Step 1
Create a new document (Ctrl+N) with 600x900 of size.

Now first of all I am going to add Boy Image in Photoshop.
Add Boy Image
Go to Edit > Transform or press (Ctrl+T) to transform it and set it whole the canvas as like in preview.

After transform image we get this result.

Now I am going to applying Cut Out Filter on boy image layer.
Go to Filter > Artistic > Cut Out.

After applying cut out settings we get a nice effect on boy image layer.

Now in this step duplicate boy image two time (Ctrl+J) rename those duplicate layers as 1st Duplicate and 2nd Duplicate.

Now hide 2nd duplicate layer select 1st duplicate layer and applying Sketch Filter on it.
Go to Filter > Sketch > Bas Relief.

After applying sketch filter we get beautiful effect on 1st duplicate layer.

In this step unhidden the 2nd duplicate layer and set Blend Mode to (Color) of this 2nd duplicate layer.

Now select both 1st and 2nd duplicate layers, merge them (Ctrl+E) and applying Cut Out Filter on merge layer.
Go to Filter > Artistic > Cut Out.

After applying cut out settings we get new effect as like in picture below.

Set Blend Mode to (Overlay) of this merge layer.

Step 7
Now I am applying Curves to make our painting more effective.
Go to Layer > New Adjustment Layer > Curves.

When we set curves setting we get a beautiful effect as like in preview.

Now applying Photo Filter.
Go to Layer > New Adjustment Layer > Photo Filter.
