Let's start to create broken glass text effect in photoshop,
Step 1
Open Adobe Photoshop, and create a new Photoshop document. I am going to create a new document of 700 x 600 px with white background.

Step 2
Now we apply any colorful Gradient on background layer. After applying the gradient we set the Hue/Saturation.
Image - Adjustments - Hue Saturation and set the Saturation -40. After setting the Hue/Saturation we get a cool background as shown in preview.

Step 3
In this time we type the text. Select the Text tool (T) and type any text as you like, but I have written Glass Text Effect with Impact font and text color is black #000000, font size is 150 as shown in preview below.

In this step we applying some Blending Options on this text layer.

In this final step we take duplicate layer of background layer, then move this layer above all the layers in layers panel.
After this producer we applying the Clipping Mask on this duplicate layer.
