Neon Glow Fix

Open the image for editing.

Duplicate the current layer (Ctrl+J) and change the blending mode of the new layer to Soft Light.

With the new layer selected, use the Neon Glow filter (Filter> Artistic> Neon Glow) to apply the following properties:

Glow Size: -24
Glow Brightness: 50
Glwo Color: Black

To sharpen the image, apply a slight Gaussian Blur. Increase the radius to sharpen the image. Make sure that the Preview checkbox is checked so you can see the results as you adjust the radius.

Neon Glow Fix Tutorial: Final Result
If the image looks dull, try changing the blending mode of the top layer to Overlay. This will help saturate the colours more. Rollover the image in this step to see the original image before this Photoshop technique was applied.
