Make a new document, 500x500 pixels, black background
Now, to get a matrix text, all sorts of signs and stuff, try to open a small image with notepad. You'll see that you'll get all that you will need for your matrix text. Copy a portion of the text in clipboard
Now get the vertical type tool and paste your text in your document, using a green color. Your image should look like this:
Duplicate the layer and rasterize the one that is on the bottom. Now apply a Filter > Blur > gaussian blur of 1-2.
Duplicate the text layer and rasterize again the one that is under. Now apply it a mask and on the mask, with the default Black/white colors for background/foreground, apply a Filter > Render > Clouds. Your image should look like this:
Now rasterize the text layer, the one that should be on top of all the others and put it on Linear dodge mode from blending options. Now apply on it a mask and on the mask go to Filter > Render > Difference Clouds. With a small brush, paint with white on the mask some areas you want to be more shiny. Your layer palette should look like this:
