In this tutorial we are going to create a simple energy blast.
Create the new 300x300 document.
Go to Filter > Render > Clouds.
Go to - Filter > Sketch > Graphic Pen and use the following settings.
Go to Filter > Blur > Radial Blur and use the settings below:
