Ever seen predator?

  • Open up a picture (at night) where you want to add this effect to;

  • Goto IMAGE>ADJUSTMENTS>GRADIENT MAP and add these settings;

  • Add some noise (FILTER>NOISE>ADD NOISE);

  • And it should look like this:
