1. Begin with a new file, I chose 300x150, but any size will work, fill the canvas with a dark color. Then take the Text Tool and type in your text.
2. Then go the layers palette and right click the layer and chose Blending Options and apply this settings.
Click OK and you are done!
This is what I came up with, the only thing I have added are some Christmas Stars.
