1. Create a new document and add a Clouds filter (Filter> Render> Clouds). |

2. Add a Motion Blur filter (Filter> Blur> Motion Blur) with these settings:
Angle: 0º

3. Add a Patchwork filter (FIlter> Texture> Patchwork) with these settings:
Square Size: 4

4. Colorize the image using the Hue/Saturation tool (Ctrl+U). These are the settings I used:
Colorize: Checked
