Create a new 800x600 pixels document and apply a Clouds filter (Filter> Render> Clouds).

Use the Wave filter (Filter> Distort> Wave) to apply the following properties:

Number of Generators: 5
Type: Sine
Wavelength Min.: 10
Wavelength Max.: 120
Amplitude Min.: 5
Amplitude Max.: 35
Scale Horiz.: 100%
Scale Vert.: 100%
Undefined Areas: Repeat Edge Pixels

Unlock the current layer by double clicking on the layer.

Use the Transform tool (Ctrl+T) to scale the image about 1000% of its original size.

Apply an Auto Levels (Ctrl+Shift+L).

Use the Hue/Saturation tool (Ctrl+U) to increase the Lightness to 75.

Duplicate the current layer and change the blending mode to Overlay.

Crop a small area of the image.

Use the Image Size tool (Image> Image Size) to increase the width and height to your final document size.

Latex Texture

You may use the Brightness/Contrast tool (Image> Adjustments> Brightness/Contrast) to adjust the depth.
