image 1 1. Create a new 640x480 or larger document with a black background.

image 2 2. In the Actions pallet (Alt+F9), create a new action.

image 3 3. With the action recording, create a new layer and change the blending mode of the new layer to screen.

image 4 4. Apply a Clouds filter (Filter> Render> Clouds).

image 5 5. Add a Mosaic filter (Filter> Pixelate> Mosaic) with a cell size of 50 square.

image 6 6. Apply a Reticulation filter (Filter> Sketch> Reticulation) with the following properties:

Density: 0
Foreground Level: 50
Background Level: 0

image 7 7. Stop the recording action.

image 8 8. Change the blending mode of the current layer to Normal.

image 9 9. Apply the previously created action several times until most of the screen has been filled with the tiles.

image 10 10. Link all the layers except for the background and Merge Down (Ctrl+E). Photoshop CS2 users may simply hold the Ctrl key to select multiple layers and merge the selected layers (Ctrl+E).
