Making the Main Box
1. Start with opening a 500x350 image and follow the steps 1 to 9 on " Making a Navigation Menu". But make it bigger this time.
2. Add a text with "News and Updates" or "Announcements" or something like that.
3. Now select the whole box (not the top part) and go "select - Transform Selection". And Minimize it a bit.
4. Now fill the selection with black on a new layer.
5. Now open the Blending Options Menu and use these settings:

6. Now put everything together and maybe ass something extra and you are done!
