1. Begin with a new file, with black as background. Then create a new layer.
2. Take the Rectangular Marquee Tool and draw out the shape you want on your navbar and fill it with white.
Now should it look like this.
3. Then go to Layer>Layer Style>Blending Options and apply this settings.
4. Then take the Text Tool and type in some text.
And you are done!
