Select Freeform Pen tool for this tutorial.
Draw some lines like this.
Add lines.
Select soft round green brush and go to patch panel. Push "Stroke patch with brush".
Repeat it in new layer with white brush.
Move layer with white brush a little upwards.
Using Smudge tool add white short strokes from up to down.
Decorate the Tree to your taste.
