Open a new picture. You can use mine if you want. Select the building in right side.
Grab Magnetic Lasso Tool and select the building.
Go to Select > Inverse (ctrl + shift + i) and then Filter > Blur > Gaussian Blur and set it to 2.0 px.
You are finish.
