1. Create a new document. Preferably a dark background
2. Get out the 'horizontal type tool'
and type anything
3. Make this text layer white
4. Duplicate the layer and call it 'ice2' (to duplicate select the text and press Ctrl + J)
5. Go to the Filter > Blur > Motion blur with the settings
Angle - 0
Distance - 35
6. Create another duplicate of the original layer and name it 'ice3'
7. Now go to Image > Rotate canvas > 90 CW
8. Now click Filter > Motion blur (last filter) or just press Ctrl + F
