Create a new image (Mine was 400x250). Fill background with black. Render two lens flare's with this settings.

Create a new image, and fill the background with black. Go into the Lens Flare Filter, and create several flares with the above settings.
Step 2
Go into the glowing edges filter, and use the above settings.

Create a new image filling the background with a dark grey. Create a new layer. With the brush tool create black lines like above on he new layer

On the top layer, go into the radial blur filter and use the above settings.
Create a new image with default colors. Render Difference Clouds (press Ctrl+F until you are happy with the result). Go into the mezzotint filter and use the above settings.
Select the radial blur filter and use the above settings.
Step 1
Create a new image and type the text you wish to add a 'pixel blur' to, like above.
Step 2
Rasterize your text. Duplicate your layer rasterized text layer (Ctrl+J). Go into the mosaic filter and use the above effects on your new layer.
Step 1
Create a new image, and press D to set default colors.
Fill in the background with black. Select the lens flare filter and create four lens flares in the corners like above.

Create a new image with a black background. Render two lens flares like below.

Liquify the image like below.
This creates an really cool plastic text effect with just a few steps.
