Step 1:
Let's start out by creating a new file. I used a 500x300 pixels canvas set at 72dpi, and I filled my background with a black color. Now create a new layer set and name it 'Time'.
Choose the Polygon Tool and set the sides to 11 and check anti-alias above your screen under the options palette. In a new layer draw a polygon with 158x155 px dimensions and #363737 color shade.
Step 2:
Under Layer Style(Layer > Layer Style) add an Inner Glow, Gradient Overlay and Pattern Overlay blending options to your dark gray polygon layer.
Step 3:
Create a new layer and draw a circle with 92x92 px dimensions and #222222 color shade.
Step 4:
Under Layer Style(Layer > Layer Style) add an Inner Glow and Pattern overlay blending options to your circle layer.
Step 5:
Now select the Line Tool and set the weight to 1 px. In a new layer draw 6 lines on the top corners of your polygon design. Then grab the eraser tool with a large soft brush and erase the end of each lines so they all fade inside..
Step 6:
Draw smaller lines as shown below to complete the line designs.
Step 7:
In a new layer draw a 2 px line with #484848 color shade on the center of your time design. Then under Layer Style(Layer > Layer Style) add a Gradient Overlay blending option.
Step 8:
Create a new layer and draw a small black circle on the line design from last step.
Step 9:
Under Layer Style(Layer > Layer Style) add an Inner Shadow, Gradient Overlay and Stroke blending options to your small black circle layer.
Step 10:
Highlight your 'Time' layer set on the layers palette and go to Layer > Merge Layer Set. Once the layer set is just a regular layer go to Filter > Sharpen > Sharpen More.
Step 11:
Now go to Filter > Radial Blur. Apply the settings below.
Step 12:
Select the Horizontal Type Tool and set the font family to Impact, roman, 90 pt, strong and #FF0000 color shade. In a new text layer type '88'.
Step 13:
Under Layer Style(Layer > Layer Style) add a Drop Shadow and Gradient Overlay blending options to your text layer.
