Open a new file having 1024x768 px and 72 dpi.
Select a photo now, having pictured on it the sky. It must have the same sizes, mentioned above.
Click on the next combination Ctrl+U and set the parameters from the next table:
Add on our picture the changed sky's picture lifted up.
Choose the instrument from here
and draw the clouds' silhouette.

Selecting the previous instrument, it's possible to represent the next clouds' layer.

Choose the same instrument
and represent the third layer of the clouds.

Choose the earlier used instrument
and try to represent several radial lines, like it is indicated on the next picture.
All the lines should have the same color. Fill 20% on the layers.
Applying the next instrument
, represent on the lowest part of the picture a stripe, having the color 647AA5.
Blending Options-Stroke
We have to mark out all the layers, composing the picture, except the lowest stripe and click with the right mouse's button on the Merge Layers option.
Make a copy of the new made layer and apply the Free Transform selection to turn the picture around, like in the next picture.
Press on the Alt button and click between the layers, while the Alt button is pressed. This way the mirror-copy will be transformed in a mask of the basic layer.
Set the Soft Light on the layers.
Select the next tool
and represent on a new layer (4x4 px) a texture's cliché, colored in BFCBD9.
Save it!
Create a new layer and apply on it the earlier saved cliché.
Select the earlier saved cliche.
The picture is finished!
