Step 1

Create the new image in photoshop in the size 400x400 px with a black background. Create a new layer (Ctrl+Shift+I). Name it(him) "boscoground".

Create a new layer (Ctrl+Shift+I). Name it(him) " artbosco line ".

On a layer " artbosco line" with the help of tool Single Row Marquee Tool create allocation in height 1px. Fill allocation by white color. Deselect (Ctrl+D).

Step 2

Copy a layer " artbosco line " (Layer> Duplicate Layer). Name a new layer "artbosco". Disconnect a layer " artbosco line ".

Disconnect a layer "boscoground". Invert colors of a layer "artbosco" (Ctrl+I).

With help Image> Liquify (Ctrl+Shift+X) from a direct line make a curve. Include a layer "boscoground". Invert colors of a layer "artbosco" (Ctrl+I).

Step 3

Twice click on a layer "artbosco" and then choose effect "Outer Glow" in left panels (or choose Layer> Layer Style> Outer Glow).

Establish parameters as in a picture.

In this lesson color R:3, G:110, B:245 (#036EF5) has been used.

Step 4

Allocate a layer "artbosco" and pass in Styles. Press the button "Create new style" and name new style "artbosco style".

Copy a layer "artbosco" give to it(him) style "artbosco style" and repeat actions by tool Liquify (In this lesson it is made 10 times).

Step 5

Establish opacity of each second layer on 50 % ("artbosco copy", "artbosco copy3", "artbosco copy5", "artbosco copy7", "artbosco copy9").

Step 6

Create a new layer and establish it(him) most above layers. Name it(him) " artbosco brush ". Change Blending Mode "artbosco brush" on Color Dodge.

Take Airbrush 35-th diameter and opacity in 15 % and put color R- 140 G- 200 B- 250 (#8CC8FA) in places of crossing of flash.
