Cartoony Cloud Splash

1. First create a new document, any small size around 400 x 400 will do!

On the background layer use these colors (#6dbede to #2f82c0) to make a nice soft blue background.

2. Create a new layer and get the elliptical marquee tool

and use these settings

Make some circle selections like so:

Make more selections in the middle to fill up all the space

Make sure you're on the new layer and fill the selections with white (#FFFFFF)

3. Apply the following layer styles:

The result should be like so:

Pretty nifty!

Add some basic text if you want
