Begin by creating a new file (File>New) that must have 1024x768 px and 72 dpi.
Take the Rectangle Tool (U) and represent the background of the picture we want finally to get:
Apply the next demonstrated parameters on this layer by making a click on the layer we work with on the layers' panel: Blending Options>Gradient Overlay
Gradient's parameters:
No we have to represent a temporary shape on the picture that will compose a star, applying the Custom Shape Tool (U).
The layer's parameters: Fill 0%
Blending Options>Stroke
Using the Ellipse Tool (U), try to make on this stage a small Christmas toy decoration:
Apply the following demonstrated parameters for the new made layer: Blending Options>Inner Glow
Blending Options>Gradient Overlay
Gradient's parameters:
Using the last applied instrument, it's possible to draw a flare on the toy's surface:

Now we shall work with the top part of the toy decoration, selecting for this operation the Rectangle Tool (U) and the color #FFC003
Try to make that small wire ring, reserved for hanging up the decoration. Select for this manipulation the Ellipse Tool (U).
The layer's parameters: Fill 0%
Blending Options>Stroke
Next we should combine in a group all the layers composing our Christmas toy decoration and all its elements (press Ctrl button for marking out the necessary layers and hold on left mouse's button while moving the marked layers on Create a new group selection). Make four copies of the last made group and choose Free Transform option to place the toys exactly the way demonstrated below:
Select again the Custom Shape Tool (U) to represent a small star and insert it on the basic picture:
Set the next shown parameters for the star's layer: Blending Options>Gradient Overlay
Gradient's parameters:
Blending Options>Stroke
Make a lot of copies of the last made star's layer and choose Free Transform option to change the copies' sizes and placing them inside the made big star's contour, like it is demonstrated next picture:
Now we have to move off the big star contour's layer on the layers' panel:
The holiday picture is finished!
