1. Make a new document say around 450x450px, if you want to use it for print you could use 300 DPI/Resolution as well.

I added a nice gradient into the background (#71a001 & #8cbf13)

2. Next get the Custom Shape Tool and make sure you use these settings.

Go into the shapes tab at the top and get the star shape

Note: If the star or none of those shapes are there, click the little arrow in the right corner of the shapes box and select "All"

Before you make the shape set your foreground color to #edff7a.

Make the shape around the center of the document (Note: Hold shift to make the star perfect.)

Apply the following layer styles to the star layer:

3. On a new layer create another much smaller star in the middle of the bigger one.

Hold CTRL and click the layer thumbnail for the small star (this is to make a selection around it).

Go back to the first star layer and press delete.

Delete the small star layer

Add 2 more smaller stars and some details
