1. First of all, start by making a new document. I'll be using a 400x400 document with 300 resolution.
Now add a nice, basic background in. I used a #049de2 to #005d92 Radial Gradient.
Lastly for the background I added a glossy highlight.
2. Moving onto the dollar signs..
Get the text tool and write out a dollar sign. Select a font and a large font size. Be sure to use the color #7cd120.
I used the font Helvetica Neue LT Std and a font size of 50 pt, but you can use any font and any font size.
Right-click the text layer and go to Blending Options..., next, apply the following layer styles:
Now you should be left with a result similar to this:
Looking pretty good huh?
3. Next thing to do is give the dollar sign some nice details.
First make a new layer. Then select the text by holding Ctrl and Clicking the layer thumbnail.
In the Photoshop menus, go to Select > Modify > Contract, use a radius of 2 pixels.
Be sure you're on a new layer, then fill the selection with white. Move the selection up 2 pixels and press delete.
Lower the opacity for this layer to 50% and change the layer mode to Overlay.
4. Duplicate the main text layer then change the size down about 20 pt's. Move it to the lower right of the larger dollar sign, then redo the highlight effect.
Lastly, I repositioned my dollar signs to their in the middle, and added text with a very similar layer style.
