Create a new file (File>New), having 1280x1024 px and 72 dpi.

Next we shall select the Rectangle Tool (U) to represent the background of the picture.

Select the next parameters for the made layer by making a click on the layer we work with on the Layers' Palette.

Gradient's parameters:

Using the same tool, it's possible to represent the bottom part of the picture's background.

Select the Pen Tool (P) and try to make a ray on the picture.
