Create a new file that would have 1000x800 px and 72 dpi. Select the Rectangle Tool (U) to draw the background for the picture to be next.

Gradient's parameters:

Blending Options-Pattern Overlay, choose Pattern (Blue textured) in the Color paper.

Next select the Line Tool (U) to draw two vertical stripes that would have the same parameters:

The Opacity on the layers should be of 60%.

Applying the previous instrument, draw three more stripes, having the same parameters:

Pick up now the Ellipse Tool (U) to represent a circle and then press the Alt button to cut out a circle's sector, the way it is demonstrated next picture.

Make a copy of the new made layer and select the Free Transform option to turn it over and make it smaller. Make it look exactly the way it is shown below:

Using the Ellipse Tool (U) try to draw an ellipse and then press the Alt button to cut out the unnecessary elements with the same instrument. Press again the Alt button and apply the Rectangle Tool (U) to cut out a little the sector's edges.

Represent now on the central part of the picture the primary elements of the logotype to be, applying the same Ellipse Tool (U).
