Go to the File - New option (Ctrl + N) and insert value of 600px for width and 200px for height. For the background we are going to use white color.
Click OK.
Now use text tool (T on the keyboard) and insert some text in color you like. We will use black color for text.
After this we'll need to pick Pen Tool (P) and draw a nice curve.
Now we need to make a new layer for these curve and we can do it by pressing Ctrl + Shift + N on keyboard and entering the name of layer. We'' call it "Curve" and click on OK.
Be sure that layer "curve" is selected and then go to the path palette. You will see layer called "Work path". Before clicking on black arrow you have to select brush tool (B) and then select the shape, size and color of a brush. We'll use hard round size 19 brush and red color.
Now click on black arrow and select Stroke path.
For tool option use Brush and check Simulate pressure. Now click OK.
You'll see a nice curve over our text. Click on Delete key on your keyboard so we delete our path bacause we won't be needing it anymore.
Go to the layers, press Ctrl and click on text layer. This will select text. Now with this selection click on "curve" layer and select eraser tool (E).
On "curve" layer erase some parts of curve that are going over letters.
