Open a new document with white background. I've chosen 250x125 px. Hit Ctrl + R to bring out the Rulers. Pull in the vertical ruler - place it on the middle of the document. Do the same with the horizontal ruler. Create a new layer and grab Elliptical Marquee Tool. Place the mouse in middle of the dokument and make a cirkel while you hold down Shift and Alt. Fill the selection with a darkblue colour. Then remove the selection (ctrl + d).

Then place the mouse in the middle again while you hold down Shift and Alt and make a cirkel again, but smaller than the first one. Hit Delete on the keyboard to delete the middle of the darkblue cirkel.

Ctrl + click the layer and create a new layer. Activate the new layer and fill it with a lightblue colour. Grab the Move Tool and move the two cirkels a little

Make sure that the lightblue layer is in top in Layers-palette.

Ctrl + click the darkblue layer and activate the lightblue. Grab Brush Tool and set Mode to Clear. Then delete the upper lightblue area.
