Step 1:
Start out with a large black canvas and create a new layer set titled 'Wires'. Now set the foreground color to #FCD000 color shade. Then choose the Pen Tool and under the options palette select Paths. Create a new layer, with your pen tool create the same line tool as shown below.
Step 2:
Once you have a path line on your canvas right click your mouse and choose Stroke Path. Set the tools to Brush and check Simulate Pressure and apply a stroke path.
Step 3:
Under Layer Style(Layer > Layer Style) add an Inner Shadow and Pattern Overlay blending options to the yellow swirly line layer.
Step 4:
Go to Select > Load Selection, leave the settings default which should apply a marquee selection around your swirly line. Now create a new layer and fill selection with white color shade.
Step 5:
Under Layer Style(Layer > Layer Style) add an Inner Glow and Pattern Overlay blending options to the white swirvy line layer. Then set the layer's blending mode to Darken.
Step 6:
Duplicate the 'Wire' layer set and resize it through Edit > Transform > Scale. Scale down the duplicate metallic wire by 70%. Then position the small metallic wires on the original.
Step 7:
Here we added another small metallic wire, the size is slightly bigger than the wire from step six and the layer position on the layer palette is under the original.
Results:
