For the beginning create a new file with 1280x1024 px and 72 dpi. Using the Rectangle Tool (U), try to make a rectangle comprising the while canvas.
Select now Blending Options>Gradient Overlay (making a mouse click on the layer we work with on the layers' palette) and set the next shown parameters:

We should get the next image:
Next we have to select the Pen Tool (P) to represent the primary plan of the hills.
Create next the second plan, placing it under the first layer. The color applied in this case is #FFFFFF.
Select the next indicated parameters Blending Options - OuterGlow:
Blending Options - Inner Glow:
We should get the next result. This way we represent the falling light on the hills.
Next we'll represent the next plan:
Select this option for the last layer: Blending Options>Outer Glow
Blending Options - Inner Glow:
We'll get this time the next picture:
The same parameters will be applied for the neighboring layer.
Next we'll choose the Ellipse Tool (U) and represent a circle which must be placed under the layer containing the hills. The circle represents the sun.
Set Blending Options>Outer Glow as below:
Next we'll draw the rays of the sun, applying for this operation the Pen Tool (P), placing the rays under the layer containing the sun itself.
Fill-0% for each ray
Blending Options>Gradient Overlay.
The Angle may be turned around, depending on the ray's direction, from the central part to the top.
On this stage we'll get the next picture:
The same operation should be done with the rest of the rays.
Create a new layer (Ctrl+Shift+N) and download out of Internet the brush, named: The_Grasslands_by_midnightstouch.
Select the brush of black color to represent the field's flowers and the grass by combining and alternating the process of drawing the plants.
Download out of Internet the brushes, named: Trees. Select out of the next table the tree marked with a red frame:
Represent it on a new layer with black color.
Create a new layer again and find in Internet the brushes containing the birds: Falln_BrushesBirdsSet1
Represent the birds the same way demonstrated below:
Next we should find in Internet a picture with the giraffes.
Cut them out with the Eraser Tool (E).
Place the animals on our picture, applying for the layer Blending Options>Color Overlay.
After making the corresponding adjustments we should get the animals' silhouettes.
Hide out for a while the layers containing the silhouettes as it is indicated below. Press the combination Ctrl+E for these layers to be as one.
Choose now Filter>Render>Lens Flare out of the top menu and insert a small cross on the central part of the sun, setting for the element the next parameters:
Now make visible again all the hidden layers.
The wallpaper is finished!
