Let's start working by creating a new file (File>New) that would have 766 x750 px and 72 dpi.
Then select the Rectangle Tool (U) to make the site's background.
Select these parameters by making a mouse click on the layer we work with on the layers' panel:
Blending Options>Gradient Overlay
Gradient's parameters:
Using the same tool, try to make the central panel of the site's page. Its color is white.
Use next the Rounded Rectangle Tool (U) with a radius of 2 px to represent the primary layer reserved for menu's button situated on the site's header.

Gradient's parameters:
Select the previous instrument Rounded Rectangle Tool (U) with a radius of 2 px to represent a highlight on the button that would have white color.
The layer's parameters: Fill 17%
Combine in a group all the layers composing the menu's button of the web site (press Ctrl button for marking out the necessary layers and keep pressed the left mouse's button when moving the marked layers on Create a new group selection).
Make five copies of this new group and choose Free Transform option to place the copies the way shown below. The four copies of the button must be left the way they are, but the parameters of the fifth one should be changed.
The parameters for the changed button: The first layer: Blending Options>Gradient Overlay

The highlight's parameters: Fill 49%
Blending mode-Color Dodge

Introduce the buttons' titles on the site's header:
Next we shall draw the logotype's symbol of our site. For the beginning take the Rectangle Tool (U) and represent the basic elements, colored with #00E5E1 and then press Alt button to erase with the same instrument the unnecessary parts of the drawn elements.
Use the same tool to represent the second part of the logotype. In this case we should represent a stripe, but the Free Transform selection should be used for turning over the element on the necessary angle. Press Alt button when erasing the unnecessary elements and don't forget that the color is still the same.
Insert the inscription containing the site's name, following the demands from below:
It's time to draw the primary layer reserved for the banner. In this case we'll apply the Rounded Rectangle Tool (U) with a radius of 10 px.
The layer's parameters: Blending Options>Gradient Overlay
Gradient's parameters:
Blending Options>Stroke
Try to draw next a small highlight of white color on the bottom part of the banner, selecting the Ellipse Tool (U) for this operation.
The layer's parameters: Fill 11%
Next choose the Line Tool (U) (width 1 pt) of white color to represent a net made up of crossing lines (pressing SHIFT button).
Select next parameters for the made layer: Fill 20%
Blending mode-Soft Light
Take the Custom Shape Tool (U) and choose the star's pattern out of the next table:

Write now the slogan on the made banner:
Insert the section's title:
