1. Draw a long rectangle.

2. Duplicate the rectangle and move it down...

3. Connect two rectangles.

4. Color it with desired color. (note the shadows)

5. Add ventilation-bars on the left side of the TV.

6. Now add a big rectangle in the middle of TV.

7. Draw a 1px white border inside rectangle, then fill the rest of the screen with black.

8. Draw a simple base for TV.

9. And finally create a retangle the same size as the TV and add border using light color.

10. And then you're done...
