Create this shape with pen tool :

Apply these layer styles in it:

Select Elliptical Marquee Tool and draw a circle as shown :

Create a new layer, set the brush size to 3 px, select black as foreground color. Now, right click on the path while pen tool is selected, select stroke path and select brush. Our price tag is ready
