Create a new 500 x 500 Transparent Document

After that go to Fliter>Render>Clouds

You should have something like this

Then Go to Filter>Sketch>Graphic Pen

Use these settings:
Stroke Lenght = 15
Light/Dark Balance = 50
Stroke Direction = Right Diagonal

You should have something like this

After that lets give it some Motion Blur Filter>Blur>Motion Blur

Use these settings:
Angle = 0°
Distance = 999 Pixels

You should have something like this

Now Press Ctrl + U to get to the Hue and Saturation

Use these settings:
Hue = 50
Saturation = 65
Lightness = 0

You should have something like this

Now we are almost done...All you have to do now is go to Filter>Stylize>Glowing Edges

Use these settings:
Edge Width = 1
Edge Brightness = 20 Smoothness = 3

You should have something like this

After you are finished U should get something that looks similar to this...
