8. Go to Image-->Adjustmens--->Hue/Saturation and colorize your image.

Hue: 60;
Saturation: 100;
Lightness: -40.

9. Double-Click on the layer with your image to open the Layer Style window. Apply Outer Glow (#FF0000) and...

10. Inner Glow (I used also #FF0000 color).
