For the beginning we need to create a new file (File>New) with 1280x1024 px and 72 dpi.
Fill the layer with black color, applying the Paint Bucket Tool (G).
Next we'll choose the Rectangular Marquee Tool (M) on a new layer and represent a kind of element like the next one.
This zone must be filled with green color #197B30
Next we'll select the next option out of the menu's panel: Filter>Noise>Add Noise…
We need to apply for this layer one more filter, like the next one: Filter>Blur>Motion Blur
Using the transformation function, Free Transform, (right click on the image), stretch out the got texture the same way as you may see below. Select with the right click the Perspective option out of the same transformation.
Choose next the Curves selection and represent a kind of curve like the next one:
The layer got a more intensive color.
Create a new layer and choose the Brush Tool (B) of black color to represent a semicircle, as it is demonstrated next image:
Next we need to represent a new layer, select the Brush Tool (B) of white color and represent several dots, as you may see below:
Using the Free Transform function and Warp one, we need to make the picture look exactly like below:
Select the next option Blending Options>Inner Glow on the same layer (making a mouse click on the layer we work with on the layers' palette).
Make a copy of this layer, choosing for it the next adjustments: Filter>Blur>Motion Blur
Next we shall apply the adjustments of dark – blue illumination Blending Options, as we did earlier.
Next we need to find in Internet the image of a soccer player.
Cut out his image, applying the Eraser Tool (E).
Next we'll situate the player on our main image and the Free Transform selection may be helpful in placing him exactly like in the next picture.
Create a new layer, applying on it a brush that must be used for representing along the player's contours a line made of dots.
Next we need to fill the contours with dots in a way as to remember of small sparks.
Hide off the layer containing the player's photo, just to have only the player made of sparks.
Merge Down (Ctrl+E) the layers containing the sparks and make a copy of the new got layer (Ctrl+J). Next try to set for the copy's layer the selection from here Filter>Blur>Motion Blur
Using the Brush Tool (B), with the parameters from below, try picturing on a new layer several dots of white color and different sizes.
Make a copy of the last layer and select for it a new option Filter>Blur>Gaussian Blur
Select the Ellipse Tool (U) to represent a circle of black color.
Create a new layer again and represent several sparks as we did earlier with the player, but this time we need to represent the same way the ball.
Make a copy of the layer and blur it out as it is done with the player.
Create a new layer that needs to be placed under the ball's layers. Choose the Brush Tool (B) for representing a patch with the color #383288. Another patch should be situated on a new layer too, having the color #BB4718
Make copies of both layers and select for the copies Blending Mode - Color Dodge.
We need to get the same result from below:
Select after that the Pen Tool (P) to represent a kind of line like this one. We need to get an effect of being visible only the line, but not the inside part. Fill 0% in this case.
Select then Blending Options>Stroke
After that we'll represent a new line, the same way we did earlier.
Put together the lines' layers and use the brush on the new layer, as it is shown next image. The color in this case is #B66022
Press Alt button and make a mouse click between the lines' layers and the patches' ones. This way we'll get the effect of lines' illumination coming from the ball. The last stage includes erasing the lines' edges with the Eraser Tool (E).
The final result!
