Step 1: Let's start out by creating a new file. I used a 550x240 pixels canvas set at 72dpi, and I filled my background with a black color. In a new layer add a scene picture with a soccer ball, grab the example used in this tutorial here.
Step 2: Select the Pen Tool with Paths on, on your canvas create a path lines similar to the picture show below.
Step 3: Select the brush tool and set the size to a 13 soft brush. Then set your foreground color to #F9930F color shade. Now right click your mouse on the canvas to access an option box , select Stroke Path use the settings below.
Step 4: Under Layer Style(Layer > Layer Style) add an Outer Glow and Inner Glow blending options to the orange curved line layer.
Step 5: Now that you know how to make the glowing curved lines you can be creative and add your designs. Here we added a curved lines bouncing off the soccer ball.
Step 6: Duplicate the second curved line from step five and resize the shape by 40%. Position it as shown below with a 20% opacity level.
Step 7: To even out the whole design add curved lines coming from the ground. Then duplicate that curved line layer and resize by 80%, position the smaller curved at the bottom end.
Step 8: Here we added more curved lines in unique formations, this require a lot of curved line layer copying and using the transform settings such as the rotate, scale and skewing to make unique lines.
Step 9: Now add a logo of any soccer event by the soccer ball, here we used the logo for UEFA Euro 2008 tourney.
Step 10: Add more curved line designs on the logo so it blends with the whole graphic design.
