Select elliptical marquee tool and draw a selection as shown :

Create a new layer. Set the foreground and background colors to #01A6F3 & #0472A6 respectively. Use gradient tool to fill the selection from top to bottom as shown :

Apply these layer styles in it :

Create another layer. Use Rectangular Marquee tool to select the area as shown. Set the foreground and background colors to #7A7A7A & #4C464D respectively. Use gradient tool to fill the selection as shown :

Draw another selection below the second layer. Fill it similar gradients as we filled the second layer :

Inside the second layer, draw another selection. Fill the selection after creating a new layer with black color :

Apply stroke as shown :

Draw another selection with elliptical marquee tool. Create a new layer. Fill the selection with gradient tool by selecting #7A7A7A as foreground color & #4C464D as background.

Now, we will draw a tag. For that, use polygonal lasso tool to draw a selection as shown.

Create a new layer. Fill the selection with similar gradient as we filled the first layer.

Use elliptical marquee tool to draw a selection as shown. Press delete.

Now use ellipse tool , click on path and draw the path as shown :

Set the brush size to 3 pixels :

Create a new layer. Right click anywhere in the image after selecting any of the pen tool. Select stroke path :

Select brush as Tool :

Click ok. You will have something like shown in the figure below :

Use eraser tool to erase the parts of the image as shown :

Finally, add your custom text. Our graphic is ready :)
