1. New document (300+300 - black background) Now select the 'Elliptical Marquee Tool' - drag out a circle and fill it white.
2. Press 'ctrl and d' - this will exit the shape so our next filter can function properly. Click 'Filter' > 'Distort' > 'Polar Coordinates' and enter these values:
3. We now rotate the image 90° clockwise, to do this click 'Image' > 'Rotate Canvas' > '90° CW'.
4. Now the wind filter, click 'Filter' > 'Stylize' > 'Wind' and enter these values:
5. Repeat step 4 two times, and you should get this effect:
6. Now we rotate the image 90° anti-clockwise, click 'Image' > 'Rotate Canvas' > '90° CCW'.
7. Lastly we click Filter' > 'Distort' > 'Polar Coordinates' and enter these values:
8. Now to add color press 'Ctrl and U' - this will bring the hue/saturation window up, were your able to change the color to yellow, green, red, blue etc..
