Start by applying a dark blue to blue gradient to the background.

Create a rough mountain shape selection using lasso tool.

Create a new layer and fill it with black color.

Double click the layer to open layer style window. Apply settings as shown.

Create a new layer above all the layers. Fill it with black color. Select gradient tool with the settings shown at the top bar. Apply the gradient in radial mode.

Apply the gradient several times.

Change the layer mode to "Color Dodge".

Similarly create another star layer with different position. Type your message on the center of the canvas.

Repeat the above mentioned steps to create shiny stars on the text too.

Create another shiny star layer on the text. Create half moon shape using custom shape tool.

Double click the layer to open layer style window. Apply settings as shown.

Open animation window. For the first frame hide the second background & text shiny star layers.

Duplicate the frame. Select the mountain layer. Double click the layer to open layer style window. Change the outer glow settings as shown.

Unhide the second text shiny star layer and hide the first layer.

Duplicate both the frames. Select the third frame and unhide the second background star layer.

Press Ctrl+Alt+Shift+S to save an optimized animated GIF.
