Choose four that would work well and drag them in with the moVe tool. You will probably have to edit: transform: scale them down to size (Ctrl T Shift). Make them slightly larger than each area or quarterpanel so they 'fill' it out.

What's next? Place one above each quarterpanel (where you think they should go and YES it DOES make a difference...little things like this will help you as a designer). Now you will once again create a clipping group (clipping mask in Photoshop CS/8). You'll have to once again work in the layers palette to move each party background layer above the appropriate panel layer.

Note that you will have to place these layers underneath the actors. You can simply drag these background layers to in between the already clipped layers without having to clip it. It will automatically 'join' the clipping group and put it underneath the actors.

You should be looking something like this.

Select one of the background layers and to help it fit into as more of a background go to Filter: Blur: Gaussian Blur and use a slight radius. Press OK. This will help make the background more anonymous and also make people think that the person is posing with this as the original background.

Go to each of these party layers in the layers palette, one by one and just go to Filter: and right on the top just choose Gaussian Blur again. It retains the most recently used filter. Just keep doing this for each layer (or Ctrl F).

Since you've already got some kind of color scheme going on with the quarter panels, go ahead and change the blending mode of the background party layers. This will start mixing the light data of the two layers together. This further helps create a background and color theme effect. Now you see it in direct effect.

You may have to use different blending modes for each party layer to mix the light data with the layer below.. Try to make them all look at least in the same range as each other.
