This is a nice effect to have in your arsenal. Your going to need an image of something that has a hard selection edge. Use the pen tool to outline a person or object you would like to apply this effect to.
Step 1. Make a new document and make sure you make it much larger that the object your going to put in. Your going to crop it later. This looks the best on a nice brite background.
Step 2. Import the object into the middle of the document. Ctrl+Click the layer with the object to make a selection.
Step 3. Now go to Select > Modify > Expand and type in 10. and hit ok. Hit d to set your colors to default and then press alt+backspace. Now duplicate the layer by dragging it to the new layer button. Keep your selection going.
Step 4. Press q to go into quick mask mode. Then go to Filter > Pixelate > Color Halftone and leave it at the default settings and hit OK. Repeat the filter by pressing Ctrl+F. Press Ctrl+F as many times as you need to get the amount you want. (I hit it ten times)
Step 5. Press q again to go out of quick mask mode. Now you have a selection, press Alt+backspace to fill it with black. Press Ctrl+D and select the layer under the one with the dots. Now go to Filter > Blur > Gauassin Blur and blur it at 6. Now drag the layer with the object to the top of the layer panel. Now you should have the effect, but the edge of the canvas probably has dot around it. Grab you Crop tool and crop it off! Now it should be looking pretty good. If you still got some extra dot around, just grab a brush and make a new layer on top and color the unwanted dots away with your background color.
